The National Bank of Rwanda's Regulation No. 14/2011 aims to ensure full transparency in pricing and provision of banking services and allow customers to make a rational choice of prices for services that are offered by banks. The regulation defines the deposit rate and the lending rate, and outlines the requirement of the banks to publicly disclose the tariff of rates and fees, as well as the obligation to inform the public and the Central Bank of any change made to the rates and fees. In addition, the regulation prescribes the liberalization of interest rates and fees, and delineates the penalties for non-compliance with any of the requirements outlined in the regulation.
