The purpose of these guidelines is to provide issuers of electronic money (e-money) and issuers of other payment instruments with guidance with respect to: Minimum requirements for authorization to issue e-money or other payment instruments in Namibia; General conditions for using agents to provide e-money or other payment-related services; Requirements for contracts with agents or other service providers; Mitigation and management of risks related to the provision of e-money or other payment-related services; and Types of e-money accounts and services (e-money issuers only).
