The Central Bank of the Philippines (BSP) as part of its effort to strengthen the electronic retail payment network and to protect the public against payment card fraud issued these EMV implementation guidelines in Circular No. 859. The guidelines govern the EMV implementation for debit cards used in any card-accepting devices/terminals in order to safeguard customer information, reduce card fraud, and maintain interoperability of payment networks.
