Central Bank of Sri Laka - Mobile Payments Guidelines No. 1 of 2011 for the Bank-led Mobile Payment Services

Considering the necessity of improving the electronic payment mechanisms in the country and to protect the customers as well as service providers, the Central Bank of Sri Lanka issues these guidelines is to promote safety and effectiveness of mobile payment services and thereby enhance user confidence of such services. These guidelines outline broad principles and standards to be followed by banking institutions in the country providing mobile payment services. The guidelines are divided into several parts, and cover the following parts:

1. Regulatory and Supervisory Provisions
2. Registration of Customers for Mobile Payment Services
3. Technology and Information Security Standards
4. Inter-operability
5. Clearing and Settlement for Inter-bank Fund Transfers
6. Customer Protection
7. Customer Education, Grievance and Redress Mechanism
