Ministry of Safety and Security - Regulations Relating on Implementation of Security Council Decisions

The Ministry of Safety and Security of Namibia's Regulations Relating on Implementation of Security Council Decisions set forth measures to aid in the achievement of the aims of the Prevention and Combating of Terrorist and Proliferation Activities Act (2014). Specifically, the measures relate to transparency, accountability and remediation on controls put forth in the 2014 act. The regulations are divided into several parts, and cover the following topics:

1. Publication of Sanctions List and Issuance of Freezing Orders in Respect of Persons or Organizations Designated by Security Council
2. Freezing of Funds and Assets
3. Request for De-Listing by Persons or Organizations Designated by Security Council
4. Communication to Sanctions Committees Regarding Actions Taken in Respect of Designated or De-listed Persons or Organizations or Non-Compliance Observed
5. Request to Release Funds or Portion of Funds Frozen On Humanitarian Grounds
6. Security Council Resolution 1373 (2001): International Cooperation, Freezing and Restraining of Funds at Request of a Third State
7. Prohibition of Procuring, Supplying, Provision, Import or Export of Certain Weapons, Arms and Related Materials
8. Proscription of Persons and Organizations
9. Issuance of Freezing Orders in Respect of Funds Belonging to or Controlled by Proscribed Persons and Organizations
10. Circulation of Domestic Proscription List
11. Authorization for Rendering of Foreign Military Assistance
