National Bank of Rwanda - Interoperability Policy

The National Bank of Rwanda (BNR) wishes to promote high levels of effective and efficient interoperability in all significant payment streams. In this document, BNR’s policy approach towards interoperability will be: to apply the general principles set out in this policy, making adjustments to existing laws and regulation as needed; and to promote interoperability on a differentiated basis across payment streams, depending on the priority assigned and the need for intervention to achieve defined objectives. BNR’s stance may range from simply encouraging participants to interconnect and interoperate to guiding them in how to achieve it; and only where necessary, mandating the underlying requirements of interoperability in the form of directives. The policy document is divided into five sections, and covers the following topics:

1. National Policy Context
2. Policy Purpose & Rationale
3. Specific Statements
4. Policy Implementation Strategy
5. Conclusions
