The Reserve Bank of India's (RBI) Operating Guidelines for Payments Banks provide a framework for the operation of payment banks licensed to conduct business in the country. These guidelines supplement the RBI's Guidelines for Licensing of Payments Banks. The guidelines are issued after the need for separate operating guidelines for payments banks was examined due to the differentiated nature of business and financial inclusion focus of these banks.
